About the platform
What Wourou does, what it doesn't do, and why it exists.
Wourou is the public entry point of the national dog project in Côte d'Ivoire. It links a dog's identity, its unique code, lost-dog alerts and useful directories. Day-to-day management continues in the spaces dedicated to each role.
The problem we solve
In Côte d'Ivoire, a dog that gets loose is still too often lost for good. It isn't a question of attachment — it's a question of information.
Whoever picks up the animal has no way of knowing who it belongs to. The collar carries nothing, or a worn-off number. A microchip, when it exists, requires a reader that only a few clinics own. And no registry exists to check against.
So searches happen however they can: flyers printed on posts, messages relayed in WhatsApp groups, neighborhood word of mouth. It sometimes works. Most often, both sides are looking for each other a few streets apart and never find one another.
The missing link isn't the technology, it's the connection between the animal and its owner — readable by anyone, with no equipment and no account.
How it works
- Register your dog. Name, photo, breed, distinguishing marks, temperament. Two minutes.
- Print their tag. It carries a unique QR code, in a small double-sided format you laminate and attach to the collar.
- Someone finds them, the scan is recorded. They scan the code with their phone's camera. The report is waiting in your space, with the location if the person allowed it.
What the platform does
An identity for every dog. A complete profile — name, breed, sex, date of birth, color, distinguishing marks, microchip number, temperament, photos — and a unique identification link, printable as a QR-code tag.
The way back home. When someone scans the code, they see the dog's public profile, and the scan appears in your space — with the location if the person allowed it. If the dog is reported missing, a shareable search notice is created, with the last known location, a search radius and a possible reward. Anyone can report having seen them, with no account needed.
The right contacts. The directory brings together verified veterinarians, filterable by area and specialty, with their contact details, addresses and hours when published. Contact happens directly with the professional.
Health tracking. Every dog has a record where acts signed by a veterinarian stay distinct from care declared by their owner. Vaccinations are shown disease by disease with their dates, and a practitioner's access to the record is dated, revocable and logged.
Everyday life. A map of places that genuinely welcome dogs — parks, beaches, hotels, restaurants — rated by the community, and a directory of dog walkers, trainers, groomers and boarders, with their rates in FCFA. Places submitted by the community are moderated before publication.
What the platform doesn't do
Better to say it upfront, so no one signs up expecting something else:
- No diagnosis or complete medical file. The record keeps facts and who recorded them; it replaces neither a consultation nor a veterinarian's opinion, and doesn't interpret how long a vaccine's protection lasts.
- No automatic reminders — not for vaccines, deworming, or visits.
- No electronic tag. The code is a QR code you print yourself. Nothing to order, nothing to receive.
- No payment goes through the site. No shop, no subscription, no Mobile Money. Whatever you agree with a veterinarian or a provider is settled between you. The public platform doesn't organize the commercial relationship.
What you can hold us to
These are rules enforced by the code and the database, not intentions.
- Your number never appears until your dog is reported missing. Someone who scans a dog on its way home sees its name and photo — not your phone number.
- Whoever finds the dog has nothing to install. No account, no app. They scan, they see, they call.
- Declining to share your location blocks nothing. The scan is recorded regardless; the location is a bonus, never a condition.
- Scan locations are visible only to you. They are never shared with anyone else.
- It's free for owners.

Where
Wourou is built for all of Côte d'Ivoire. The pilot starts in Abidjan, then directories and services gradually open to other towns and communes across the country. Amounts are in FCFA and hours follow national time.
